Can you outsource tender evaluation?
Yes, tender evaluation can be outsourced when your team needs additional review capacity or an independent second view. The useful distinction is between commissioning the comparison work and transferring the decision. Your team still controls the evaluation basis, bidder communications, recommendation and award.
For procurement professionals, project managers, construction consultants and owner's representatives, the buying question is practical: can the service turn the submitted documents into a comparison the team can review and use?
When outside support is useful
Outside support can help when several substantial bids arrive together, the review team is already at capacity, or the tender letters, pricing schedules and qualifications are difficult to reconcile. It can also provide a focused second review before the team concludes its assessment.
Start with the decision you need to support. A targeted check of material issues needs a different scope from a fuller comparison across several bidders or lots. Agree the level of review and delivery basis before commissioning the work.
What to agree before handing over the review
Define the tender package, bidders, lots, evaluation criteria, document revisions and any accepted addenda. Explain the questions your team needs answered and the deadline you are working toward. Confirm who can authorize clarifications and which procurement rules govern the process.
Agree the deliverables, source references, exclusions, fee and timing in writing. If important documents or responses are missing, the reviewer should identify the gap rather than assume the comparison is complete. Confirm that your organization has authority to share the tender documents and agree confidentiality and secure transfer arrangements before sending files.
What a useful comparison should make visible
The comparison should show what each bidder has actually offered. Depending on the agreed scope, relevant differences may include inclusions and exclusions, qualifications, bidder-submitted quantities, allowances, provisional sums, PC sums, alternatives, conditional discounts and delivery assumptions.
A lower submitted total is not automatically a lower price for the same work. Where the inclusion basis differs, preserve the original figures, identify the uncertainty and record the clarification needed. An unpriced exclusion is an unresolved value, not a zero-cost item.
Visible conflicts between a tender letter and pricing schedule, or between a subtotal and a carried total, should be connected to their source locations. Comparing submitted information does not by itself amount to quantity remeasurement, an independent cost plan or a financial audit.
What to expect back
Ask to see a sample before choosing a service. Look for a readable comparison, material findings connected to evidence, specific clarification actions and a clear record of what remains unresolved. Check that the agreed files can be used by your team without adopting another software platform.
The output should make it easier to review the bids and explain your recommendation. It should not imply that every possible error has been detected or that the reviewer has selected the contractor for you.
How AKTE fits
AKTE provides independent tender evaluation for procurement and project teams comparing contractor, supplier and consultant bids. Bid Check provides a focused second review; Decision Dossier provides a structured comparison; Decision Dossier Plus expands the evaluation; and Complex or Multi-Lot Evaluation uses a separately agreed scope.
Begin with a Project Fit Check using non-confidential project facts. AKTE confirms suitability and the proposed scope. Once scope and terms are accepted and full payment is received and verified, AKTE provides a secure upload link. Delivery timing is confirmed against the Complete Validated Upload, and the agreed evaluation files are returned through the secure delivery route.
Standard packages are for accepted private-sector B2B projects. Public-sector, regulated, disputed and other non-standard procurements require project-specific review and written scope. Your team retains its professional recommendation, bidder communications and final award decision. AKTE does not certify statutory procurement compliance.
