When this route applies
A Complex or Multi-Lot Evaluation may be appropriate for more than 8 bidders or more than 600 effective source pages; multiple lots, work packages, alternates or bidder combinations; unusual file structures or significant version complexity; a bespoke evaluation methodology; wider clarification, scenario or sensitivity requirements; public-sector, regulated, disputed or otherwise non-standard circumstances requiring manual assessment; or another material complexity that prevents a responsible fixed-package route.
Written scope before work begins
AKTE begins with non-confidential project information. It confirms whether enough information is available to prepare a written scope or whether a focused clarification is needed. Confidential source files are transferred only through the separate route provided after the appropriate setup stage.
The written scope identifies the accepted source set and controlling versions; evaluation basis and deliverables; bidder, lot and effective-page assumptions; inclusions and exclusions; price and payment basis; delivery plan following source acceptance; and project-specific limitations, dependencies or client actions.
What the evaluation may include
Structured evaluation across multiple lots or packages; cross-bidder and cross-lot comparison; technical and commercial compliance review within scope; qualifications, exclusions, assumptions and inconsistencies; program, resourcing and delivery considerations where evidenced; clarification actions; scenario or sensitivity analysis where supported; and evidence-linked decision support with stated scope and limitations.
This route does not transfer procurement authority to AKTE. The client remains responsible for evaluation rules, applicable legal and regulatory requirements, clarification decisions and final award.
